What counts as an annotation
- In the PDF specification, annotations are objects listed in the page's /Annots array. They are stored separately from page content, which is why they can usually be deleted without touching the text underneath.
- Common subtypes: /Highlight, /Underline, /Squiggly, /StrikeOut (text markup); /Text and /Popup (sticky notes and comments); /Stamp and /Ink (approval stamps, signatures, freehand marks); /FreeText (typewriter text); /FileAttachment and /Sound (embedded files and audio).
- Form fields (/Widget) and link annotations (/Link) are also annotations — remove them only if you intend to flatten interactive elements.
How removal works
- A proper annotation remover deletes the objects from /Annots across every page, then rewrites the file. Because the underlying page content is untouched, text, layout and images remain intact.
- This differs from flattening, which merges annotations into page content so they stay visible but stop being editable objects.
When a mark will not come off
- If a "comment" survives removal, it is almost never an annotation — it has already been flattened into page content (a rasterised scan, or an exported PDF where markups were baked in).
- Those marks are pixels or vector paths in the content stream. They need either an image-level eraser or direct editing, not annotation deletion.

- Review comments frequently contain internal judgements, pricing positions, or candidate assessments that were never meant for the recipient.
- Clear annotations on a copy and keep the annotated original for your own record — you may need the review trail later.
Caution: Deleting annotations is not reversible once you save. Always work on a copy and keep the annotated original.
