The short version
Smallpdf is the more established product: broader feature set, a desktop application, and a large user base. If you want one well-known tool for routine PDF work, it is a reasonable choice.
PDFnoted is built around two things the general-purpose suites tend not to do: keeping the file on your device for most operations, and dealing with marks that are part of the page image rather than a separate object. It also adds a document check against Chinese, US and EU regulation, which is a different category of feature rather than a better version of the same one.
What actually differs
| Smallpdf | PDFnoted | |
|---|---|---|
| Where the file is processed while the job runs | Uploaded to their servers | In your browser for most operations |
| Watermark on a vector PDF (a separate object) | Handled | Handled — object removed, nothing underneath affected |
| Watermark baked into a scanned page | Not handled as a separate case | OCR, then reconstruction of what the mark covered |
| Account required to start | Varies by feature | Not required |
| Desktop application | Yes | No — browser plus Chrome/Edge extension |
| Document check against regulation | Not offered | 219 instruments, 22,671 provisions, cited |
| Pricing | See their site | See /pricing.html |
When each is the better pick
Merging a few files, compressing for email, converting to Word once a week.
PDFnoted: Pick whichever you already know. Switching tools for jobs that already work is not a win.
An NDA-bound contract, anything carrying personal data, client material under a confidentiality obligation.
PDFnoted: Browser-side processing removes the upload step entirely. Confirm the details in each provider's own policy before relying on it.
A photographed contract, a scanned document with an approval stamp over the text.
PDFnoted: Run one real file through each. The difference between "covered with a block" and "reconstructed" is obvious on the first page.
A contract or data list going to another jurisdiction.
PDFnoted: The compliance check returns findings with the articles cited — a structured first pass, not a legal opinion.
Switching is not a project
There is nothing to migrate. Both work from the file you have, so the practical way to evaluate is to take one document you actually need processed and run it through each. If the results are the same, keep what you were using.
Frequently asked questions
Is PDFnoted a Smallpdf alternative?
For the common jobs — merge, split, compress, convert, OCR, watermark — yes, it does the same work. The honest differences: Smallpdf is the more mature product with a broader ecosystem including a desktop app; PDFnoted runs most operations in your browser instead of uploading the file, and adds a document check against regulation that Smallpdf does not offer.
Which is better for confidential documents?
If the document must not be uploaded — a contract under NDA, anything with personal data — processing it in the browser is the safer default, because there is no server round trip to worry about. That said, read each provider's own privacy policy rather than taking a comparison page's word for it, including ours.
Can either remove a watermark from a scanned page?
This is the sharpest difference. A scan is pixels; there is no separate watermark object to delete. PDFnoted runs OCR to rebuild a text layer and reconstructs what the mark covered from the surrounding layout. Most general-purpose tools either leave the mark or cover it — which covers the text underneath too.
Do I need an account?
You can start on PDFnoted without one; an account is only needed for history and for features with quotas. Smallpdf's requirements vary by feature — check what the specific job you need asks for.
What about pricing?
Both have free tiers with limits and paid plans. Prices change and differ by region, so compare them on the two sites rather than trusting any third-party figure — including this page.
Can I use both?
Yes, and for many people that is the sensible answer. Keep whichever tool is fastest for your routine jobs, and use something else for the cases it handles poorly — scanned watermarks and cross-border documents being the two we hear about most.
